AARS system progress continues

    The Gambling Control Division and the Automated Accounting and Reporting System (AARS) vendors have begun developing the final planned phase of the system which will allow electronic permitting and renewal for live keno/bingo and live card tables, and filing and paying live keno and bingo tax returns electronically.  
    Due to all of the programming, testing and training associated with this phase, it won't be ready for electronic license and permit renewals this year (Fiscal Year 2011) or for live game taxpayers to file FY 2010 live keno/bingo tax returns which are due July 31.
    However, the development is moving forward and we expect it will be fully ready for use during the first quarter of FY 2011 and for FY 2012 renewals.
    When this phase of the system is complete, licensed operators will be able to electronically apply and pay to permit live keno and bingo games and/or live card tables much the same as they do for video gambling machines now.  
    Operators will be able to enter their accounts using current account and password information, apply and pay for a permit online and receive the new permit electronically.  
    Operators will also be able to renew or add live keno/bingo or live card table permits at renewal when the final phase is completed.
    Live keno/bingo operators who are required to pay the live game tax of 1 percent of the gross proceeds will also be required to file and pay the tax electronically when the final phase of this process is completed.  
    However, unlike the video gambling machine tax system, the Gambling Control Division won't have the information necessary to send an estimate of taxes due on the live games, and I anticipate the Division will just send a notice to  operators to file and pay their live game taxes online by the due date.
    So, be on the lookout for notices from the Division when the live game phase will be ready for training and your use and convenience.
