'Cashless Society' creating new challenges for regulation

Joe Tropila, Kevin Howlett.With technology changing at an increasing velocity, both gaming regulators and operators in Montana find themselves having to make a steady stream of adjustments to stay abreast, let alone get out front.

Recently, both have found themselves dealing with advances in technology related to financial transactions: debit, credit and ATM cards; check verification systems with instant withdrawals; variable interest rates and transaction fees; cash advance mechanisms and increasingly complex merchant agreements between those who issue cards and those who accept them.

So with that, the Gaming Advisory Council had a full agenda when it convened at the Gambling Control Division headquarters in Helena at 8:30 a.m. Sept. 23. Nevertheless, by working through lunch, the council dispatched their work by 1:30 p.m. as the season's first winter storm warnings threatened those who would have to hit the highways home.
