Gaming Council deals with a dozen topics

Most observers wouldn't think a public policy body that deals with gambling questions involving hundreds of million of dollars would hang up long on the topic of charitable raffles.

But the issues surrounding raffles are apparently more complex and of a scale few might imagine.

At its March 28 meeting at Gambling Control Division Headquarters in Helena, the Gaming Advisory Council spent nearly an hour combing back and forth through the topic until it was finally decided it required the full concentration of a dedicated committee that could sort the deceptively complex issue out.

The Council also covered: streamlining the license amendment process in the event a party to the license dies or otherwise leaves'; local zoning authority over gaming and the "negative tax" that results when gaming machines post losses for a reporting quarter.

Also considered was the revised definitions of bingo cards'; additional licensing for emerging new types of businesses associated with gambling'; electronic reporting compliance timetables'; establishing a permanent committee to explore and make recommendations regarding new gaming technology'; new GCD public data report formats and more.
